Mr Chancellor, 

Tan Sri Da tuk Dr Haj i Omar bin Abdul Rahman was born in 1932 and received his primary, secondary and early tertiary education within his own country. In 1958 he was awarded the degree of Bachelor of Veterinary Science by the University of Sydney and in 1966 Cambridge University awarded him a Doctorate of Philosophy, the first given by this University to a Malaysian. Between these two events he acquired a Certificate in Pathology from the University of Queensland, which today bestows upon him one of its highest academic awards. Over the period 1960 to 1971, he was associated with the Veterinary Research Institute at Ipoh, becoming its Deputy Director, before moving to the Universiti Pertanian Malaysia in 1972 as Professor of Vyterinary Pathology and Foundation Dean of the Faculty of Veterinary Medicine and Animal Sciences. From 1982 to 1984 he served as Deputy Vice-Chancellor (Academic Affairs). He is currently Science Advisor in the Prime Minister's Department. 

During this illustrious career he has published more than one hundred papers, held highest office in his own professional organisation, and been a member of national committees on scientific research and development technology, high technology and information technology, trade and industry. On the international scene, working with United Nations, British Common­wealth, Asian, Third World or Islamic agencies and organisations, he has served the world community by bringing his expertise to bear on these broad and varied fields of knowledge and enterprise. 
For Malaysia, he has played and continues to play a vital role in technological and industrial development and occupied key positions in directing and implementing policy in both the public and private sector. This career of service and achievement on a grand scale has already been marked by academic distinctions and honours from universities and academies in North America, Europe, the Middle East and Australia. The University of Queensland seeks to give it further recognition. 

Mr Chancellor, in recognition of his distinguished contribution to science and public affairs, I present to you Tan Sri DatukDr Haji Omar bin Abdul Rahman PSM, DMSM, JSM, JMN, BVSc, PhD, CPath, HonDVSc Melb., HonDUniv Stirling, HonDLaws Guelph, HonDLaws Bristol, MR CVS for the conferral of the award of Doctor of Science honotis causa, to which he has been admitted by the Senate of the University.
