Mr Millhouse is arguably Australia’s leading expert on the legal issues presented by major public and private infrastructure projects.

He has been significantly involved in numerous major infrastructure projects in Australia during the past two decades.

Mr Millhouse is a senior finance, commercial and infrastructure lawyer and was a partner of national law firm Allens Arthur Robinson for 30 years until he retired in mid-2009. His expertise is reflected in his ongoing role as consultant to the firm as well as his membership of various associations and committees.

He is a past Chair of the Infrastructure Association of Queensland as well as the Banking and Financial Services Law Association of Australia. He was also previously an executive member of Infrastructure Partnerships Australia. He is a director of SunWater Limited and Queensland Motorways Limited.

While President of the Queensland–Japan Chamber of Commerce and Industry, he co-led various Australian trade missions to Japan with government ministers and worked closely with the Australia–Japan Business Co-operation Committee to promote trade and commerce between Australia and Japan.

He has been a key legal advisor to the State of Queensland for many years and has advised other Australian and Asian governments on a range of issues.

He has written and published extensively, particularly in the areas of foreign investment, infrastructure and joint ventures law. As an Adjunct Professor at UQ’s TC Beirne School of Law for two decades, he has lectured on areas such as foreign investment law, joint ventures law, project financing, infrastructure law and water law. In addition to being actively involved in the development of the School’s strategic plan, he has also made the resources of his firm available to support School activities.

He is a member of both The University of Queensland Law School Advisory Board and Law Scholarship Selection Committee.

Another significant and sustained contribution Mr Millhouse has made to the School is the Law Scholarship Endowment Appeal.

The appeal was conceived by Mr Millhouse in 2004 as a vehicle for School supporters from within the profession to raise funds to support academically meritorious but financially disadvantaged students to study law.

In each year since 2005, the Law Scholarship Endowment Appeal has been able to offer four substantial scholarships to such students.

This fact alone, however, does not begin to capture either the contributions made by Mr Millhouse or the value that the School and University has derived from the Appeal in bringing the School and the wider profession closer.

Chancellor, in recognition of his distinguished career, his service to Queensland and to Australia and his contribution to The University of Queensland, I present to you Mr Alan Millhouse, Bachelor of Commerce and Bachelor of Laws from The University of Queensland, and Master of Laws from London University, for the award of Doctor of Laws honoris causa bestowed by the Senate of The University of Queensland.
